In an interview with The Hindu Center for Politics and Public Policy, Moosa Raza said that Article 370 had never been specifically implemented by anyone, neither the Government of India nor the State Government.
He said, "When I was the Chief Secretary, then nobody spoke about Article 370. I went out of the state as the Chief Secretary. Generally they always have someone from within the state. I went to special circumstances when the then Chief Minister Farooq Abdullah was not able to handle the administration because there were fighting between two groups and local people.
He said that [special] protection is anywhere else). Special laws are applicable in Gujarat and Maharashtra. Your entire gamut of Article 371 - A, B, C, D, E, F, G, H, I, and J- are all classes that give different types of protection to different states; Special protection of culture to local laws
He further said that Article 371 A, 371b states that the Indian government and Parliament will not enforce any law that adversely affects tribal laws and traditional laws of Nagas, Mizos and etc. They enjoy When they can enjoy it, why Kashmiri can not enjoy Article 35-A? There is a question there. 'Why can not I get protection for my area, my area?', This is what Kashmiri says. 'So, let me assume that you are treating all 10 or 12 states where you are giving special protection to those states. I'm asking the same thing. 'File Photo

He further said that to remove AFSPA from some areas of Kashmir, reduce the visibility of armed guards, police, army and so on, the Public Safety Act (PSA) should not be used by all those who put them all behind the bars. Are. People are throwing stones, you are putting them behind the bars. You are creating yourself terrorists. Do not create new terrorists. You have enough. This is my point If I was an administrator there, then I would follow it. (KN18)
